Backup of VM on ESX host fails with "stderr: VixDiskLibVim: Not licensed to use this function."

Issue SymptomsWhen running a backup of a VM on a ESX host, the backup fails with the following output from VMWare:
"stderr: VixDiskLibVim: Not licensed to use this function."
You will see this message in ZMC Report Summary for the backup set.
Issue Description
VMware's vStorage APIs used to perform the backup were not able to be utilized because they are not licensed on the ESX host being accessed or the ESX account used to perform the backup does not have sufficient privileges to execute the APIs.
Resolution
- Make sure ESX is licensed with the Vstorage APIs feature.
- Make sure that the account used to back up the Virtual Machines has an 'administrator' role for the ESX server on which the VM resides.
